At this stage, I have established from Canon that there is no plan for new drivers for the CanoScan 8400F driver.

There are a couple of things you need to know here first
Cannon doesn't make many 7 Drivers and even the ones that they do have 2 versions the 32 & 64 Bit Versions and the 32 Bit Versions Do Not work on the 64 Bit OS's.
If you are however using a 32 Bit version of Windows 7 most times a Vista Driver will work. But if you are using a 64 Bit Version of 7 you need the 64 Bit 7 Driver as the 64 Bit Vista Driver doesn't work in my experience.
As for scrapping the scanner I have had instances where Network Printers didn't have Vista Drivers and these things are in the 50K + Range and the companies continue to use XP as their OS's of Choice as the computers are way cheaper to replace than the Network Printer/Photocopier.
If Canon do not provide a Driver for your needs then you can change the software to something like VueScan

Which supports the FB630U amenest others or pay a programmer to write new Drivers for your Canon Scanner or just replace the scanner with a new unit that has drivers for 7.
Currently there are no drivers for this unit to work with the existing Canon Software on Windows 7 in either version.
Of course you could always depending on the version of 7 that you have use XP Mode or just **** away the 7 Install and use XP.
Or if you feel so strongly about scrapping working hardware stop using any form of Windows and go to an OS that provides better Backward Compatibility.
Sorry but they are your only options.

I have somehow managed to get the scanner up and running and without any problems!
I think I used the Windows XP drivers and the ScanGear Toolbox 2.2 but I'm not entirely certain because I tried so many different downloads that it got confusing.
Anyway, I used the old drivers on Windows7 (I have the 32 bit Windows) and it works.
